1816 – Jura solemne de la independencia en el Congreso de Tucumán
Si bien la reunión donde se firmó el acta de independencia fue el 9 de julio, su jura esperó un tiempo. Además habían rumores que ponían en jaque la autenticidad de la declaración de la Provincias Unidas.
La tan ansiada declaración de independencia de las Provincias Unidas se dio 6 años mas tarde de la revolución iniciada en mayo de 1810. Entre idas y vueltas, choques de ideologías y combates que formaron alianzas y destruyeron otras, finalmente en Tucumán se convocaban los representantes de las Provincias Unidas del Río de la Plata.
¿Por qué en 1816?
Las batallas post-revolución de mayo tenían el objetivo de sacar de los cabildos de cada provincia a los representantes de la Corona Española y colocar personas funcionales a la revolución. Fue así que varios lideres militares como Balcarse, Belgrano, San Martín, entre otros, dirigieron las batallas que prepararían el terreno para los sucesos de 1816. Luego de las derrotas de Belgrano al perseguir a los realistas hacia el Alto Perú por la ruta del norte, San Martín tomó las riendas del Ejército del Norte mientras preparaba su Plan Continental.
Pero esta hazaña emancipadora, no podría titularse como tal mientras las provincias no se proclamasen en contra de Imperio Español, es por ello que mientras el correntino preparaba sus tropas en Cuyo, envió varias cartas pidiendo la inmediata declaración de independencia. Además un año antes, en 1815, la Liga de los Pueblos Libres, dirigida por Artigas, se había proclamado independiente no solo del dominio español, también de cualquier nación extranjera. Esta situación, sumada a los conflictos políticos en Buenos Aires, hacían que los planes independentistas vayan cuesta arriba.
Cambios en el Acta de Independencia
Como se dijo, la diplomacia entre Buenos Aires y las provincias era áspera. La Asamblea del Año XIII es prueba de ello. Aunque aquí se sentaron las bases de la Constitución y la implementación de símbolos patrios como la bandera, escarapela y el himno, no se llegó a un acuerdo para una independencia plena, ni la redacción de una Constitución. Las provincias se dividieron en dos bloques con ideologías demarcadas. Por un lado estaban las Provincias Unidas, dirigidas por el Directorio Supremo (que tuvo diferentes nombres y formas de organizar el poder), donde se destacaba una política centralista, con su epicentro en Buenos Aires y su puerto aduanero, con todo lo que ello conlleva. Por otro lado la Liga de los Pueblos Libres, con Artigas como su representantes, pretendían una nación federal donde cada provincia pueda dirigir todos los aspectos de su administración y una redistribución justa de los aranceles aduaneros del puerto de Buenos Aires.
Es en este contexto que la Liga de los Pueblos Libres declara su independencia de España y cualquier nación en 1815. Para las Provincias Unidas esto fue un golpe enorme pues estas tenían posesión de más territorio, más recursos, mayor poder armamentístico, pero no se podían organizar como pueblo independiente, ergo, tampoco podían liberar otros pueblos como pretendía San Martín.
Además se comentaba que en Buenos Aires había aliados al Imperio Británico y Portugués, quienes planeaban maniobras para un cambio de mando extranjero. Es una realidad que en 1810 barcos ingleses saludaron la revolución en mayo con salvas de cañón y que el Imperio Británico eligió un representante comercial para esta zona luego que se formó la Primera Junta.
Días después de la firma del Acta de Independencia, el 19 de julio, el diputado por Buenos Aires Pedro Medrano hizo aprobar un agregado a la fórmula de juramento que decía: “y de toda otra dominación extranjera”. Es que el rumor de que se tramaba la entrega del país a la corona portuguesa o a los ingleses se había extendido hasta Tucumán. De hecho, el emisario norteamericano escribía a su gobierno: “El gobierno de estas provincias es demasiado sumiso a Gran Bretaña para merecer el reconocimiento de los Estados Unidos como potencia independiente”.
Culminados estos cambios y despejadas las dudas sobre la misión independentista de las Provincias Unidas, se procedió a la jura solemne del Congreso de Tucumán.21
